A former DFAT trade negotiator told the ABC it might be "dangerous".</p><p>Even John Howard, when asked about the Liberal leader's comments, raised his famous eyebrows, saying, "...we should never treat that [the US-alliance] with contempt that using it as a bargaining chip would represent".</p><p>Anthony Albanese jumped in too, declaring the Liberals "simply aren't up to" national leadership.</p><p>"They are reckless and there is a huge risk from Peter Dutton," Albanese intoned.</p><p>Risky. Dangerous. Reckless. The hyperventilations came from everywhere. From all the men of unbreakable US devotion, all the serious men of defence, all the president's men.</p><p>Dutton's sin?</p><p>"Resolving this matter [tariffs] will centre around the defence relationship," he had said. "We have troops in the north of our country, we have the AUKUS deal, we have the ANZUS treaty."</p><p>Presumably, Dutton believed such comments were of a piece with his breathless refrain that Albanese had not muscled up against Trump's tariffs whereas he, Dutton, would've played hardball and secured exemptions.</p><p>But it wasn't Dutton's unprovable boast that brought reproach. It was the terrified thought that an offended America would fold its tent and withdraw.</p><p>Summoning his trademark piety, Marles accused Dutton of engaging in "reckless and dangerous thought bubbles".</p><p>"What we will do," Marles reassured quaking voters, "is engage Australia's national interest".</p><p>The "national interest" is a political term of art. As an unquantified "good" it can justify anything - holding or denying negotiations, joining or not joining wars, and even signing up to alliances unscrutinized by the people or their parliament. It also validates keeping schtum in the face of economic harm and insults lest a powerful "friend" takes offence.</p><p>A case in point. Foreign Minister Penny Wong was asked on Melbourne radio if she trusted Donald Trump. The short answer, of course, is no. This would also be the sane answer.</p><p>Yet sane can also be crazy. Touching off a Twitter war with the man-child in the White House would be "unhelpful" in an election campaign and could even spark more punitive sanctions on Australian goods.</p><p>Wong's answer then? "I trust him to do what's in America's interests." Invited to say something negative, Wong cleverly finds something positive instead. At one level, this is a skilful diversion. At another level, it is not even correct. There are no credible economists, trade experts, foreign governments and non-cult Americans who believe Trump's mayhem serves US interests.</p><p>What they do accept reluctantly is that Trump alone gets to define those interests right now. They accept, too, that MAGA America has changed the world, fundamentally and irreversibly.</p><p>In Australia, we seem much slower on the uptake. Dutton's indiscretion, however, has invited us to do some fresh thinking.</p><p>In its unvarnished disdain of friend and foe alike, Trump's belligerence offers an insight to security ties as well. Bluntly, it is this: if attacked, the US will come to Australia's aid if, and only if, such involvement serves Washington's perceived advantage at that time. That's it. End of.</p><p>Emotion plays no role. Or, to paraphrase the great British statesman Lord Palmerston, a country has no friends, no enemies, only interests.</p><p>Fretting about America's feelings in the way Howard and others insist we must misses the real basis of US defence ties with Australia - the projection of American power in the Western Pacific through an ongoing allegiance with Australia, its unsinkable aircraft carrier.</p><p>US strategic bombers now operate permanently out of RAAF Tindall 300 kilometres south of Darwin. There are also US Marine rotations in the NT, and other air and naval assets routinely positioned around the country. US nuclear submarines regularly visit and will operate permanently out of Submarine Rotational Force-West and from a new east coast submarine base in coming years. With the crucial Pine gap facility, all would be early targets for the Chinese in the event of war with the US.</p><p>Australia needs to get real. Trump's lack of sentimentality articulates a cold truth - what America feels for Australia is not amity but utility. This is why AUKUS is so iffy. Australia's major parties make out this $368 billion multi-decade punt to be somewhere between an article of free-world faith and the only certain path to national survival. But is it?</p><p>MAGA Republicans are not interested in safeguarding liberal values, democracy, free trade and the rule of law. They detest these things.</p><p>The British Parliament has initiated a review into AUKUS in light of the wooliness of its obligations, its large costs and distended timelines, and the changed geo-strategic environment - to wit, a rising China, a resurgent Russia and an unreliable America.</p><p>A parallel Australian inquiry is a must.</p><p>Ordinary Australians know America has upended the global trading system and weakened the international settlement.</p><p>Sometimes, in foreign policy, it serves a useful purpose to remind a partner "democracy" that Australia has voters, too. If they lose confidence in the value of an alliance, it will affect American interests.</p><ul><li> Mark Kenny is The Canberra Times' political analyst and a professor at the ANU's Australian Studies Institute. Dutton beamed unselfconsciously.</p><p>His family, he explained, as if filling in the missing piece, loved the harbour and considered Sydney "a great city".</p><p>Say what? In the blink of an eye, Dutton's insistent three-year campaign for the country's most important job dissolved, only to be replaced by parameters resembling a dream holiday, all-expenses-paid.</p><p>Had Dutton let the successful property investor part of his brain answer the question? Was this a "basket of deplorables" moment? You'll remember the race-leading Hillary Clinton gaffe in 2016 when she said "you could put half of Trump's supporters into what I call the basket of deplorables".</p><p>Her slur breached the most basic campaigning rule: never insult the voters you're trying to win over.</p><p>It was not just the half million Australians in the ACT and surrounds to whom the elite harbourside scarper was an "up yours". It was anyone living outside Australia's inner-urban Tesla belts, anyone beyond what Scott Morrison derided as "the cafes, dinner parties and wine bars of our inner cities".</p><p>Recall Keating's hilarious, if apocryphal taunt, "If you're not living in Sydney, you're camping out". Who knew Dutton agreed, and so strongly he'd stake an election on it?</p><p>Dutton, lest we forget, has built his whole opposition schtick around a special empathy for the 'burbs where commutes are long, services short, and families struggle weekly "to put food on the table". What do these voters make of a taxpayer-funded house being not good enough?</p><p>Let's get serious. The job, prime minister of Australia, is capital-based. Its copious 24/7 responsibilities come with a grand home just five chauffeur-driven minutes from Parliament House, which in turn is a five-minute drive from the GG, PM&amp;C, Treasury, Defence, DFAT, ASIO, and other crucial agencies of state. In times of peril, these proximities matter. Remember, for example, the instant closure of all US airspace during the first days of September 11.</p><p>By not residing in the capital, our potential FI-FO leader would be in town only for parliamentary sittings and cabinet meetings. Maybe they'd be moved to Sydney as well?</p><p>For a man who pines for pre-woke Australian values, dumping on the seat of national government is both off-brand and rude.</p><p>Only weeks ago, Dutton was belly-aching about the good old days when employees (public servants) did their eight hours under the boss's gaze.</p><p>"I don't think it's unreasonable that people, like in many other workplaces, are asked to go back to work for that face-to-face contact," he had told another Sydney radio station. "That's exactly what will happen if there's a change of government after the election."</p><p>Although, not for him. In fact, "face-to-face contact" between a harbourside PM and Canberra-based agency heads would rely more frequently on Zoom (or Signal?). Either that or most meetings would incur airfares, travel time and other on-costs. One for his new "minister for government efficiency" perhaps?</p><p>Work-from-home provisions are vital for those balancing job and family responsibilities - predominantly women.</p><p>It will not be lost on them that Dutton explicitly cites his own work-life balance while shaping to curtail theirs.</p><p>"I don't know who is advising him," Tweeted one respondent, "but they should be fired immediately. All he is doing is isolating potential supporters of all political persuasions".</p><p>As Clinton would attest, the singular goal in election campaigns is to build support, not blow it off.</p><p>The would-be PM's hubristic looseness raises further doubts about his judgement and readiness for the burden he seeks.</p><p>It was telling that he did not attempt to justify Sydney as Australia's prime commercial hub, however thin such a rationale might be. It was all about lifestyle.</p><p>Does this seem like a serious person positioning for the most complex global picture since the Cold War?</p><p>Defenders cite Howard and Morrison, but the Queenslander would be the first non-Sydney-based MP-PM to move there. The question remains, why?</p><p>Melburnians have long rued their second-city status. Dutton wants to make it official.</p><p>Bitterness lingers there after the Morrison government's pointless rhetorical war during the pandemic. Given what this could mean on election night, one might have expected a Coalition focus on relationship repair.</p><p>Canberra was founded as the seat of federal government precisely because it was not Sydney or Melbourne, nor any of the other colonial capitals. Elevating Sydney alone tears at the spirit and intent of this nation-creating design feature. Again, why?</p><p>Dutton, as a self-identifying traditionalist, should know that long-respected leadership customs which bespeak personal modesty, frugality and ongoing availability to specialist Press Gallery journalists are central to this country's broadly egalitarian governance.</p><p>More than any written rule, such cultural guardrails delimit executive ego and protect citizens from the cupidity overwhelming American democracy.</p><ul><li>Mark Kenny is The Canberra Times' political analyst and a professor at the ANU's Australian Studies Institute. These candidates say otherwise.</p><p>When Prime Minister Anthony Albanese was asked what he’d learnt from the last election on the podcast Big Small Talk (6:55), he made a telling remark about his view of the independents movement. </p><p>“I think the rise of many of the independents, particularly, of course, characterised by being progressive women [sic], has been in part because of the Coalition’s shift to the right,” he said. “It’s left a void, so that if people are serious about climate change, they can’t vote for Peter Dutton. If they’re serious about gender equity, they can’t vote for Peter Dutton. And on integrity, we promised a National Anti-Corruption Commission, which we’ve delivered in this term.”</p><p>It was a neat distillation of what are often considered the “teal” movement’s three core values — though ironically his last point was about a corruption body Labor weakened to secure Coalition support.</p><p>But it also implied Albanese considers the community independents — through which disgruntled communities are fielding their own candidates — an anti-Coalition phenomenon. To be fair, all of the Indi-inspired campaigns that have succeeded thus far have been against Liberal MPs. Yet his comment overlooks the “Voices of” groups in Labor-held seats, formed by communities frustrated with his government.</p><p>Of the 38 “community independents” running in this election, seven are challenging Labor: anti-salmon farming campaigner Peter George in Franklin, Tasmania; Chris Kearney in Jagajaga and Kath Davies in Chisholm, Victoria; Kate Dezarnaulds in Gilmore, NSW; Jessie Price in Bean, ACT; Phil Scott in Solomon, NT; and Kate Hulett in Fremantle, WA, fresh off a close run for the state seat of the same name.</p><p>Most of these are considered safe seats — in other words, those primed for an upset, with indies usually winning safe seats. Five are supported by Climate 200 (George, Dezarnaulds, Price, Scott and Hulett), contradicting claims that the fundraiser is purely anti-Coalition. Though no doubt that’s where much of its climate focus lies.</p><p>For midwife-turned-candidate Jessie Price, backed by orange-branded “Voices of Bean” in the ACT, this Labor government has been a huge disappointment. She refrains from directly criticising her opponent, little-known backbencher David Smith, who has a margin of 12.9%. But she believes the “groundswell of support” she’s received points to a deep frustration.</p><p>“Canberra is progressive and there was a lot of relief when the Albanese government succeeded the Morrison government,” she says. “And then in the event, there’s just been so much disappointment, especially in the climate change, climate action and environmental protection space.”</p><p>Price points to Labor’s failure to act on housing affordability and gambling ads, suggesting both major parties are captured by vested interests.</p><p>“We just want a government with guts and vision,” she says. “People are crying out for that adult conversation about the complex things. We expect our national government to tackle the complex things. That’s their job.”</p><p>Independent candidate for Solomon Phil Scott, backed by Indi-inspired “Voices of the Top End”, makes similar arguments — though with an NT twist.</p><p>For Scott, it’s “inconsequential as to who’s incumbent”; neither side is listening to his Darwin and Palmerston community, with major party decision-making focused on southerners. </p><p>“The Northern Territory has never really had a proper seat at the table on those negotiations, because backbenchers with little to no voice aren’t advocating strongly enough, or aren’t heard when they do.”</p><p>Scott doesn’t name sitting Labor MP Luke Gosling, who has an 8.4% margin. Instead, he reels off several issues facing the NT, including community safety, gendered and family violence, poverty and underfunded healthcare, which he puts down to the tyranny of distance. </p><p>The community worker also calls out gas expansion, noting that Darwin is on “the very edge of the climate crisis” — likely unlivable at two degrees of warming. Labor and the Coalition, he argues, take money from the same corporate donors, “the same banks, the same airlines, the same gas companies and fossil fuel companies and gambling industries”.</p><p>Scott likes his chances, partly due to the success of community indies in last year’s Territory election, partly due to recent polling showing the duopoly vote sitting at 54% in Solomon. </p><p>Both Price and Scott reckon their incumbents are concerned, claiming independent enthusiasm is growing by the week. It will nevertheless be a tall ask to defeat a safe Labor MP, arguably harder than removing a Liberal, with Labor closer to where these communities are on climate and integrity.</p><p>For Gilmore candidate Kate Dezarnaulds, chosen by the local group “South Coast Independents”, things look a little different. Hers is the most marginal seat in the country, with Labor’s Fiona Phillips and Liberal Andrew Constance locked in a 2022 rematch.</p><p>As Dezarnaulds argues, the independents movement is neither anti-Labor nor anti-Coalition; it’s pro-community.</p><p>“At the end of the day, I don’t think it matters whether you’re challenging a Liberal or Labor incumbent,” she says. “Voters are frustrated with the system itself. What I’m offering is a breath of fresh air — someone 100% focused on the steady, persistent work of representing this community.”</p><p>So can independents knock off Labor MPs in next month’s federal election? </p><p>Based on the success of “Voices for Fremantle” candidate Kate Hulett in the WA state election, coming within 500 votes of winning a formerly safe Labor seat, in a Labor state, one would have to say yes.</p><p>Hulett has already pivoted to run for the federal seat, where Labor has a smaller margin, retaining her existing campaign infrastructure, including headquarters, corflutes and volunteers. </p><p>Someone should probably inform the prime minister.</p><ul><li>Rachel Withers is a freelance writer with an unfortunate penchant for Australian politics. It also brazenly breaches the Australia-US free trade agreement, a document that, for the Coalition and News Corp, once possessed talismanic properties demonstrating the wisdom of slavishly adhering to the US, but about which we’ve heard curiously little lately.</p><p>The advice to Albanese will be to grin and bear it, to stay silent about Trump’s assault on reason and order and to continue the bipartisan gaslighting of Australians, as Malcolm Turnbull calls it. There will be sections of the media that back such a course. In disgraceful editorials this morning, the Australian Financial Review and The Australian both attacked Turnbull for speaking the truth about the extent to which Australia’s current leaders are deluding voters about maintaining business as usual in a world turned upside-down.</p><p>This is the counsel of appeasers and sycophants. Albanese should learn from Turnbull’s extensive experience of dealing with Trump and abandon the cowering silence. Banal responses like “unjustified” and “disappointment” from Albanese — as he offered this morning — are simply bringing a letter-opener to a gunfight. Offering lessons about how “friends” act toward each other, as he did, is pointless.</p><p>The US is no longer any kind of friend and cannot be treated as such. Actions now count far more than diplomatic language, and putting forward propositions “in good faith” means nothing.</p><p>Albanese must get transactional — which, Trump’s enablers and apologists insist, the president is all about. Not with tariffs of our own, as the Canadians have, which as Albanese rightly says will simply harm our businesses and consumers, but with non-tariff measures that make good policy sense.</p><p>Sadly, Labor gave up one of those when it handed America a US$500 million cheque for AUKUS in early February. But there is no reason why the government couldn’t suspend the entire AUKUS program pending a root-and-branch independent review, one that, incidentally, is desperately needed given no-one of any credibility now believes we’ll ever get any submarines.</p><p>With the budget just days away, now is a good time for Labor to join the United Kingdom, Canada, France and many other countries in introducing a digital services tax aimed at the big tech companies (and, purely coincidentally, strong Trump supporters) that make large revenues in Australia but pay relatively little tax.</p><p>According to Australian Tax Office data, in 2022-23, Meta made $1.26 billion in Australia but paid tax of just $37.9 million. Google made more than $2 billion in revenue (although it says in its own documents it made up to $8 billion) and paid $124 million. Microsoft made over $7.5 billion and paid $118 million. Amazon made $2.6 billion but paid less than $46 million; its cloud services made $2.8 billion in revenue and paid $51 million (and for those wondering, Tesla made $1.7 billion in revenue and paid $16.3 million).</p><p>A digital services tax (DST) is a highly efficient tax. An assessment by the UK’s National Audit Office showed the UK’s version had produced more revenue than forecast. DSTs were supposed to be phased out globally as part of the broader international agreement on minimum taxation levels forged by the OECD, but that process was put into a coma by the Biden administration and killed off entirely by Trump. The Canadians have only just kicked off their version.</p><p>The Greens, who back a DST, recently had the Parliamentary Budget Office (PBO) cost one very similar to ones in operation elsewhere, aimed at imposing a 3% tax on companies with global revenue of €750m. The PBO estimated the Greens’ proposal would affect 16 companies (including REA and Seek, as well as major gig economy services) and deliver around $1 billion a year, or more than $11 billion over a decade — net of reduced company tax revenue.</p><p>While the Greens would be unimpressed, Albanese could shortcircuit criticism from The Appeasement Financial Review and The American by earmarking that revenue for increased defence spending. A counterpunch at Trump, a fairer tax system and one part of the solution of where greater defence spending is going to come from — which goes to the bigger, more important challenge of what path Australia forges in the new world of disorder.</p><p>There are other non-tariff measures available: limiting intelligence-sharing or the rotation of Marines through Darwin, but there’s virtue in starting small and scaling up Australia’s response if need be. Either way it is, once again, an opportunity for a government characterised by timidity and fear to show voters it can creatively prosecute Australia’s interests in a world where long-held truths have vanished and certainties abandoned.
